2025 Annual Report Deadline

Under the Building Act (Act), all qualified building and plumbing officials must submit an Annual Report to the Association by December 31 of each year, to confirm that they have completed 10 points of eligible professional development activities (or the pro-rated portion thereof) and that they are a member of the Association in good standing.

Qualified officials who do not submit an Annual Report by the deadline will be removed from the Register of Qualified Building and Plumbing Officials and will no longer be qualified to make decisions about compliance with building regulations on behalf of local authorities.

Annual Report submissions are verified against CPD information submitted, please ensure that CPD records for 2025 are complete prior to submitting your Annual Report.

Your 2025 Annual Report can be accessed by logging into your Login Portal, and then by clicking on ‘Annual Report’ under the Menu.

CPD Opportunity – Higher Tiers of NECB and High-Performance Standards: What Building Officials Need to Know (BC)

This virtual training program developed with support from Natural Resources Canada’s Codes Acceleration Fund is designed to equip building officials with the knowledge and skills to confidently review and approve high-performance building projects under the NECB and its higher tiers. Through four interactive sessions, participants will explore building enclosure requirements, mechanical systems, energy modeling, and plan-checking procedures to streamline approvals and support sustainable construction. By addressing knowledge gaps and reducing reliance on external reviewers, this training helps municipalities accelerate approvals, lower costs, and strengthen compliance with Canada’s evolving building performance standards.

  • Understand High-Performance Building Codes — Interpret the NECB and other high-performance building standards and outline their implications for code enforcement.
  • Review Building Enclosures — Assess effective R-values, thermal bridging mitigation, vapour control, and moisture management in high-performance building designs.
  • Evaluate Mechanical Systems — Identify and review high-performance heating, ventilation, cooling, and domestic hot water systems.
  • Apply Energy Modeling Knowledge — Interpret the role of energy modeling, including prescriptive versus performance pathways, and its timing within project submissions.
  • Streamline Plan-Checking Processes — Perform efficient and accurate plan reviews, identify common compliance gaps, and reduce the need for outsourced reviews.
  • Support Sustainable Construction Goals — Apply acquired knowledge to support municipal objectives for energy efficiency, sustainability, and climate resilience.

The Association is pleased to offer the Plumbing Level 1 Course this fall. Please note that the Level 1 plumbing exam fee is separate and not included in this offering.

A copy of the 2024 BCBC Book II – Plumbing Systems (2020 National Plumbing Code) is required for reference.

CASA Live Virtual Educational Seminars

CASA will once again be offering a series of Live Virtual Educational Seminars in 2025.  The seminars will review a series of Fire Sprinkler / Fire Protection related subjects in accordance with the appropriate NFPA Standards, National Building Code & National Fire Code requirements. The Live Virtual seminars will help educate and offer best practices to the attendees on where to find the appropriate information in the referenced NFPA Standard, as well as how best to interpret and understand the intent of the many clauses found in the NFPA Standards and National Building Code & National Fire Code. The seminars will be presented in a virtual format via Microsoft Teams Video Conferencing, and all attendee’s will be provided with an attendee workbook. All registered attendees will receive a certificate of attendance.

Pumps for Fire Protection Seminar

Explore general fire pump design requirements in NFPA 20: The Standard for the installation of Stationary Pumps for Fire Protection. This program will include a detailed walkthrough of fire pump sizing, design, and layout of a fire pump. Understand how to read and interpret a fire pump curve / water supply curve, review high rise requirements including defining high rise and very tall buildings. It will also guide participants on the proper acceptance testing / commissioning of fire pumps, and the corresponding test records that capture these initial test activities, and their importance for ongoing Inspection, Test and Maintenance requirements.

Canadian Board for Harmonized Construction Codes

Staff from the Building and Safety Standards Branch made members aware of changes to the national code development system through previous presentations at Association zone meetings and conferences.

The Canadian Board for Harmonized Construction Codes (CBHCC) is the new body responsible for the development of Canada’s National Model Codes, which contain objectives related to health, safety, the protection of buildings from fire and structural damage and the protection of the environment.

The CBHCC, which is made up of representatives from provincial, territorial, and federal public services, approves the content of the National Model Codes and works within a system of groups that provide oversight, advice, and develop proposed changes.
