In late 2025, the Ministry of Housing & Municipal Affairs released new BC Energy and Zero Carbon Step Code tools in Building Permit Hub. The intent of the BC Energy and Zero Carbon Step Code Levels form is to ensure that requirements for all jurisdictions remain current in Building Permit Hub.

For your awareness, the Ministry is developing guidance on how local governments can directly maintain this information in Building Permit Hub, without having to adopt the Hub for permit intake. More information will be available soon. The link to this form will remain open to accommodate changes to jurisdiction requirements between March 31 and the release of the self-serve function.
