Presentation Overview:

This presentation will provide an overview and comparison of the Building Department Accreditation (BDA) and Building Department Recognition (BDR) Programs of the International Accreditation Service (IAS).  The benefits of each program will be discussed, and the process, costs, and time required for achieving Accreditation or Recognition will be presented.  The presentation will also include a discussion of the Quality Management System requirements applicable to both programs.

Presenter:

Michael Bouse is the current Program Manager for the Building Department/Fire Prevention Department/Third-Party Providers Accreditation Program for the International Accreditation Service (IAS).  Prior to joining IAS, Mr. Bouse was employed in the building code administration and enforcement profession in southern California and southern Nevada for 42 years.  Mr. Bouse retired as Building and Safety Manager with the City of Las Vegas, NV Building Safety Department responsible for providing managerial oversight of Permitting, Plan Review, Inspections, and Code Enforcement services.  During his tenure as the Building & Fire Safety Department Director with the City of Henderson, NV., he led the department in the attainment of IAS Building Department Accreditation (BDA)—becoming the second jurisdiction in the US to achieve IAS BDA accreditation.

Mr. Bouse is a Certified Building Official and holds 12 technical certifications issued by the International Code Council.  Mr. Bouse also holds a Master of Business Administration Degree from the University of Redlands, California.  He is past president of the California Building Officials (CALBO); the San Diego Area ICC Chapter; the Southern Nevada ICC Chapter; and the Southern Nevada Building Officials.  Mr. Bouse also served as the 2009-2010 Chairman of the Board of Directors of the International Accreditation Service.

Mr. Bouse is the author of Establishing Building Permit Fees co-published by the International Code Council and the International Accreditation Service.  In addition, Mr. Bouse is a recipient of the CALBO Building Official of the Year Award; the Service, Integrity and Responsibility Award of the Associated General Contractors Association of Las Vegas; and the Henderson Development Association Public Sector Award.

Organization Overview: 

IAS is a nonprofit, public-benefit corporation that has been providing accreditation services since 1975. IAS accredits a wide range of companies and organizations including governmental entities, commercial businesses, and professional associations. IAS accreditation programs are based on recognized national and international standards that ensure domestic and/or global acceptance of its accreditations. IAS receives funding revenue through the provision of accreditation services, and the renewal of these services, as well as training offerings.  These revenues are further used to participate and engage in developing industry based accreditation programs, domestic and international  schemes including participation in standards development. IAS also maintains signatory status in a number of global multilateral recognition arrangements under Asia Pacific Accreditation Cooperation (APAC), International Accreditation Forum (IAF) and International Laboratory Accreditation Cooperation (ILAC). IAS is a member of the ICC Family of Solutions.
